Nice find ... ya suppose it's a coincidence that they're suddenly interested in the NHL policies?  Apparently Jim has some influential friends

You are all missing the point.   The NHL is not likely ever to come back to Winnipeg and a Canadian team is not likely to ever win the cup again.  When the league fixes things such that Winnipeg can successfully run a team, things will be fixed in this Americanized version of what used to be our national game.  The Toronto Losing Leafs have the most lucrative (and perhaps unsophisticated) fans in all of sports but this does not translate into any resemblance of competitiveness, it is too bad their motto (and all Canadian teams) is "Losers since last century".
