Why cant I upload my avatar???

It is tiny, 2.3 Kb I think.  Anyways it is a pic of Norm's head and every time I try to submit it the "80 pixels high, 80 pixels wide" comes up.  Anyways I just don't know why it won't let me, it is half the size of some of the ones already on here.
